It looks as though it's the usual demographic group who are to blame i.e. 'youths'. There were youths letting off fireworks in Woodhouse for a week but fortunately, they aimed them at the sky in the traditional manner rather than at cars, so these must have been a particularly virulent strain of 'youths'. The police are reluctant to intervene as they're afraid of being accused of 'youthism' and are under a lot of pressure. This is what happens when they try to deal with 'youths'.
