2 Tory Councils On Brink Of Bankruptcy

Councils like Kent and Hampshire are struggling primarily because of the cuts that were made from 2010, so the most important figure is the 37% cut since then. Raising an additional 25% from council tax makes only a modest impact, because before 2010 Sheffield, for example, raised only 15% of its overall budget from council tax, so we're talking about 25% of 15% here.

If that is the way to work it out then local councils would have had their actual grant cut by 37% of the 23% they previously received then.

I agree, councils are facing a difficult time, but on top of the 15% council tax, there are also the charges for their services.

Parking is a great revenue source, but deemed illegal if too high. Road charges could be one for the future, charge every vehicle that passes into the clean air zone.
