It was never the case that NASA couldn't do any of it, just that they did not get the funding to do so. Ultimately the farming out of this work is why SpaceX exists, and what saved it from insolvency... ...without NASA, there would be no SpaceX! It can't sustain itself without public support. If you'd care to check, you'll see that I actually praised him on his forum for not getting involved in Branson and Bezos's first billionaire in space willy waving contest when, whilst they were arguing about where the edge of space started, Musk's rockets had delivered astronauts to the ISS which is significantly higher than either Branson or Bezos were aiming for.
