FOI already sent will advise the reply not advocating anything what I expect to find is that those with dosh will not figure in the replies hence despite the lies from council they are hitting the so called poor element of this once great city when if they were forced to use a “carrot” instead of the “stick” they might just might reduce pollution but hey ho they want dosh! The Council are doing what the government requires them to do, using the tools that the government has provided. Do you seriously think that the government has mandated all the major cities to implement CAZ’s so that the local councils can make money from it?
