Some services which were contracted out have now been brought back in-house, like council property maintenance. There’s also home to school transport which has a fleet of minibuses. Various other services have vehicles, for example parking services.

Thanks for the information. I knew about the parking services vehicles but not all the others.  I presumed they leased vehicles rather than buy them.

I'm not so sure this is true, it went out to tender to private companies last year.
