Proof of what? That penalty charge notices end up being enforced by bailiffs?

You’ll find that what I’ve said is correct. It is unsafe to ignore legally enforceable penalties. As others mention, there’s a regulated appeals process, some appeals are successful, some are not. Those that do not pay get registered with the court and are processed for bailiff enforcement, which can add considerably to the cost of the original penalty.
 

Have you never come across people who have fulfilled many roles in their career?

 

During a lengthy career I’ve directly worked in the following areas:

  • Road Safety Engineering
  • Structural Engineering
  • Highway Maintenance 
  • Highway Construction
  • Traffic Signal Design
  • Urban Traffic Control Operations
  • Transport Planning
  • Project Management
  • Highway Drainage
  • Public Rights of Way
  • Air Quality
  • Parking ( policy, operations, appeals, enforcement)
  • Major Transport Scheme Development
  • Project Appraisal

I’ve had management responsibility for several of those service areas. 
 

I’m a qualified Civil Engineer and Transport Planner.

If you’re thinking of me, that isn’t the case. I’ve had two stints of being directly employed by SCC.

 

I’ve never worked for them as a consultant, freelancer, contractor, etc.

Wow I'm impressed with all the work roles you've been employed in during your career.

You must be intelligent for sure but like many people who have perhaps been to university etc and achieved qualifications and degree's in lots of subjects they are intelligent without question however in my opinion they also quite often lack a level of common sense.
