Because ,apart from two well known small pockets of pollution in Sheffield City centre their isn't a problem with the air quality now in Sheffield so a chargeable caz was used as a smoke screen to improve air quality but the added benefit was that it produces additional income for SCC.

 

If it was about air quality then all cars would be included but then if they did that SCC know people wouldn't stand for it and the protests would be much much bigger as they are in London where Mr Khan is trying to expand his ULEZ scheme.

All private vehicles will be included at some point. When people get 'compliant' vehicles in big enough numbers to effect revenue then the goal posts will change.
