As previously discussed, for there to be a lie, there has to be an intention to deceive.

I’d suggest that we don’t know the councillors motivation, but she appears to have said things which were incorrect.

Like the  'Street Trees' fiasco?

No one likes being called a liar but if the boot fits then so be it.

How can you prove she intended to deceive?.

She will just say I never intended to deceive anyone by the comments I made and that's it she's home and dry.

Unless I'm missing something of course.

Could this be an option for SCC to consider spending all the CAZ cash on?

Liquid3 is a photo-bioreactor, designed to capture CO2 and release O2, essentially a liquid tree.

Quote

LIQUID3 is an alternative sustainable concept of greening urban environments that are spatially limited and exposed to intense air pollution.

LIQUID3 is an urban photo-bioreactor that uses the power of microalgae to efficiently remove CO 2 and produce O 2 and biomass.

The LIQUID3 system replaces one adult tree or 200 m2 of lawn.

LIQUID3 is also functional in winter conditions.

LIQUID3 represents an alternative sustainable concept of greening of urban environments that show limited space and heavy pollution.

FOI results are in.

1. On 02 Feb 2023 Julie Grocutt claimed on Radio Sheffield that the govt imposed the ring road within the CAZ. Is there evidence to support this?

The Government have, by ministerial direction, directed the Council to implement the local plan for NO2 compliance measures set out in that direction. The Council is under a legal duty to comply with that direction. The plan set out in the direction is the detailed scheme that was supplanted by the Full Business Case (FBC) documents provided to the Secretary of State by the Council. The FBC included a set of compliance measures designed following ongoing discussions with the Government’s Joint Air Quality Unit and in accordance with the applicable legislation and guidance. These measures are designed to achieve compliance with the direction. The FBC and supporting technical documents can be found on the Council website - More information about the Clean Air Zone | Sheffield City Council

2. On 02 Feb 2023 Julie Grocutt claimed on Radio Sheffield that the govt would "come into the city come in and implement the CAZ" if SCC didnt implement the scheme. Is there evidence to support this as govt paperwork states it is the responsibility of the local authority to implement the scheme, not the govt.

If the Council fails to comply with the aforementioned legal duty to comply with the ministerial direction, it may be subject to an environmental review initiated by the Government’s Office for Environmental Protection, as well as judicial review. The result of such actions would be a matter for the courts and not direct intervention by the Government.

3. On 02 Feb 2023 Julie Grocutt claimed on Radio Sheffield that "my offices have put time and time and time again to the govt" about not implementing the CAZ. A FOI request requested on 11 May 2023 asking "Has Sheffield City Council ever appealed to have the CAZ mandate withdrawn" was responded to with " Sheffield City Council has not appealed to have the CAZ mandate withdrawn" (ref EIR/853371). Which statement is correct and can evidence be provided to prove SCC contacted the govt to appeal.

The Council has not appealed in respect of “the CAZ mandate” as there is no process of appeal. The Government’s decision to issue the ministerial direction was potentially subject to judicial review but the Council did not pursue one.

to summarise

1. Julie lied as the FBC was created by the council not the govt.

2. Julie lied as it would be up to the courts and not direct intervention by the govt

3. Julie lied as SCC did nothing when it had the opportunity to.

Just wondering if there is any update on the Julie Grocutt situation?.

Has she been brought to task over what she said live on radio yet?

I think they need to start charging cars because the traffic is awful these days.

You cannot drive anywhere without getting stuck in a traffic jam.

If not road charging, then why not stop certain cars from using the roads between 8am and 8pm for example, but have excemptions for cars less than 18 months old?

Surely that would be fair

We like many other small business owners drive small vans daily into the city centre because we have to to make delivery and collections from businesses we look after in the City.

On the other hand some car journeys are probably not necessary and some visits could perhaps be made using public transport etc.

I feel it's totally unfair that us small businesses are being treated so unfairly and penalised for trying to work as usual.

At the end of the day to be honest the whole CAZ charging scheme is a scam and not necessary.

My bet is in time SCC will fall foul of the law and have to refund all the monies they have stolen from the honest people of this once great city which I so used to be proud to call my home.

Now I call it ****field!

How about ban drivers automatically at age 65. They get a free bus pass so they aren't without transport that way.

Because buses don't always go where you want? And - two of the best drivers I have travelled with are over 65, some of those very much younger scare me.

I find it quite amusing that all the pics SCC are using to promote active travel ,eg walking and cycling show people walking and cycling on perfectly flat surfaces with perfect sunny warm weather,in reality Sheffield is quite hilly and for at least 6 months of the year if not more its cold and windy and raining or snowing etc
