Exactly, my former employer decided to terminate ALL deliveries within the ring road because of the road closures and restrictions that made their business virtually impossible to run viably. 

No other business could take up their business as they were a unique trader. Some of those customers have been retained but now have deliveries made to their home addresses. All the vehicles run by the company were CAZ compliant but that was never the issue. It was quite simply the fact that SCC either dont want any vehicles within the centre or (more likely) dont understand the impact this is having on their residents, who incidentally pay the council to manage the city on their behalf.

From what you are saying, the CAZ was not a factor for your former employer, and others, to stop bringing vehicles into the city centre. I don't think that this is a surprise, for many years the council has been working towards a vehicle free city centre but using road closures, protracted road works  and other means all designed to deter private vehicles. The reduction of retail units, particularly the larger stores, for whatever reason wether it be shopping on line or out of town shopping areas, also means a reduction in commercial deliveries.

What was it that they were delivering?

What is it you don’t understand about the difference between through traffic and vehicular access?

 

Vehicles can access anything they need to in the city centre. No one is trying to make the city centre vehicle free.

Vehicular access is possible, however it is completely impractical with current road layouts for a business that makes multiple deliveries in the city centre

You go the long way round to get to your destination ,  more pollution.
