Sheffield Laws Police Cannot Enforce

I have quit calling the police now for druggies causing havoc at the place I work. The last time was a couple of months ago when a druggie was harassing customers, staff, damaging vehicles and property. I had a call back almost 45 minutes later from the police asking if I still needed assistance. As it happens the druggie was still there causing problems. When the police turned up another 15 minutes later They told me he can not be arrested due to him been high on drugs.  He was taken to hospital by the police and within 3 hours he was back buying drugs in the carpark and soon off his head again.  Drugs can not be enforced by police.

Ketamine and cocaine.  

If I was to bash people, damage cars and a shop whilst not on any drugs Im sure I would be arrested and more than likely charged. I may be wrong but the police appear to have their hands tied when it comes to drug addicts. They come across as been very frustrated because they want to do something but just can not.
