It's not strange at all, it gives people an idea of how badly injured people are. Similar to how they might say someone was left with life threatening injuries in different circumstances.

Telegraph has:

 

“Six people have been wounded, one seriously, after a rush-hour stabbing at a central Paris railway station.“

 

Which is similar to the Guardian story.

 

So, I’ve no idea what point Mr Bundy is trying to make. Unless he thinks that the Telegraph has gone all lefty,  snowflakery Wokey.
