just seen this, 

 

just seen this, just about to move in H/A flats with communal heating, I just couldn't afford any rise, never mind 700%
does this affect anyone else, they also didn't tell me there is a service charge, playing fast and loose.

So , who benefits, the HA, the supplier?, the Guardian seems to be hinting at corruption, very british corruption of course that would never be described as that by the law.

Assuming its a domestic electric account, its whoever owns it. If its a business one, nobody gets it.

 

You only say its communal heating though. Therefore there are seperate domestic electric meters for each house surely? Have you asked?
