Why not just use the thing as target practice & pick the remains up?  If these are surveillance balloons, shoot them down as soon as they enter your airspace & they survey no more.

I do not see a problem in shooting the balloon down safely over uninhabited land.  However more would be learned from capturing the balloon intact which could be the reason why  it has not already been shot down.

There is no point as it will soon be blown out to sea anyway.
