Have the cheap made Chinese batteries, run out prematurely on the Chinese spy satellites or something? Unless of course, (here's one for the conspiracists), the Chinese are attempting to replicate the Japanese intention from WWII & are testing the ability of high altitude balloons to carry bombs across the Pacific to drop on the U.
