Why should we need to apply for permits to get from A to B?

What happens if we don't have a permit?    We are made to pay, whether by fine or whatever.

Yeah, but those targets are not legally binding, so it isn’t really a problem if they aren’t achieved.

Also it only relates to the "council operations" of a local authority, but he knows that and is clearly trolling.

People pay a penalty if they contravene a restriction.

 

They have a choice, use the alternative routes and pay nothing.

Yeah it’s their goal, but there’s no penalty if they don’t achieve it. ( other than political embarrassment) 

 

Councils like to set themselves “stretch” targets and try to deliver on them “at pace” these days.

 

They like to be seen as doing something and pushing the agenda, it’s what politicians do. It’s a response to a public perception that councils are slow to act.
