'They' - the operators - need to be able to pay for the buses/staff/maintenance &c, which means they have to run a service that generates sufficient revenue, otherwise they go bust and then there is NO service and no-one to run the subsidised (loss-making) provision.

 

I keep saying this - sorry - but there are areas where the services are much better because there is true partnership between the providers and councils, i.e. they actually talk to each other and reach workable compromises, not unsustainable provision.  Like running the buses empty (no revenue, but still high costs). Is that what you are suggesting? If so, it doesn't stack up.

The intervention that has taken place in the past from the PTE and the various councils are the very reason the services are failing.  Political interference has always been at the heart of failures in the bus industry and nothing has changed.
