'They' - the operators - need to be able to pay for the buses/staff/maintenance &c, which means they have to run a service that generates sufficient revenue, otherwise they go bust and then there is NO service and no-one to run the subsidised (loss-making) provision. I keep saying this - sorry - but there are areas where the services are much better because there is true partnership between the providers and councils, i.e. they actually talk to each other and reach workable compromises, not unsustainable provision.
