I see the protestors are blocking traffic in London and the police are present.

I can not understand why the police do not move/arrest them for blocking the highway.

I see there were police cyclists and quite a few police officers running in front of the P.M.s car the other day.

I wonder what would have happened if they had been confronted by  protestors  blocking the road.
