From what I have read Mr. Rabbs behaviour was not terribly bad and no one seems to take into consideration the strain he must have been under in his very responsible role. Maybe there will now be an investigation into the behaviour and competence into the civil service staff . Mr. Rabbs mistake may have been that he did not officially discipline those who were not competently or conscientiously performing their duties.
