The most effective option for preventing such young deaths is to continue/increase visually clear advertising of all incidents when they happen. It would also help if the media would stop the glorifying of the stupid drivers involved. Mind you it is still amazing to watch all the numpties running out with their bouquets and posting garbage as soon as an idiot kills themselves and/or others.
