Yes but wasn't the article you saw the news that 'the law has been changed and nobody was informed', rather than 'the government have changed the law'

 

It seems the law change wasn't widely reported, just the reaction when people realised.

Good news, the Govt have now done a U-turn and banned the issuing of licences for animal testing of chemicals used as ingredients in cosmetics products
