Well based on published info & the fact that one of my grandchildren, who works for the Home Office in Sheffield, where once there were approximately 2,000 civil servants working in two large buildings down in the Millsands area before the pandemic.  They now have what's know as hybrid working where they are only now required to attend the office once a week & even overtime is done at home at the weekends, new office space is probably not required as this is now the norm for office workers.

Absolute disgrace. This work from home nonsense is part of the plan they have to keep us shut in and only travel within 15 minutes.
