Educating and empowering women is the proven surest way of limiting population (short of war/famine/pestilence/etc. but nobody's suggesting those as a solution). If you want it to happen sooner than that, you'll have to start denying health care to people so they die sooner. Yes indeed. I watched a documentary by a very eminent professor (sorry, can't remember his name,) who said just this, and provided all the data, statistics and graphs etc to prove it. Then the population will start to decline, which will also bring with it problems for different reasons.
