I have no idea at all,  what you're talking about.  I normally never follow links but I have done this time to enlighten myself,  but still don't have a clue.

I do of course agree that should not be happening but,  as I have repeatedly said,   instead of point scoring,   somebody has to eventually decide what to do,     AND NO ONE IS.
