The article states that they have applied for planning permission, I am not sure why they would need permission to re-decorate. It could be that they plan on expanding or changing the outside image of the building significantly (if it's a listed building). It can't be a bad thing. Nicer hotels will attract more affluent visitors. I wonder if it is connected to the Cutler's Ballroom on Church Street, next to Tesco. It's interesting that the owning company are based in Sheffield...upmarket hotels like The Hilton being headquartered in Sheffield of all places!
