No need to shorten the game. Fifth official clock is a decent idea. The ref telling a player how to play the game is wrong in any sport. This i an interesting read if true. You probably would need to, if you made it a 45 min clock in each half, stopping every time the ball went dead, you would likely be adding 45-60 mins to the entire game, which broadcasters would take issue with before you even think about anything else. A 70 minute clock would be fine, the players would be exerting roughly as much effort as they do now. Imagine Klopp moaning about all games being 25% longer! Football is being run in line with the system used to run the UK especially, and some other Nations as well. Look after the 1% at the top. Feed the money, advertising and available funds to the clubs that least need them. Keep the gates to the top 8 places in the Premier League closed and monitored.
