Ive already explained it. Venues admitting loads of youngster have to make every effort to ensure they retain their license and some will ID everyone, what ID do you expect 18-21 year old students to have? Many likely wont be driving and therefore that leaves passports only, many venues dont like the free ID Cards you can apply for as they can be easily faked.
