I agree it's a sad reflection on the society if there has to security at schools and other measures that you mention, however as I understand it the DFE has issued generalist guidelines against any threat - including chemical and biological attack: Lockdown_template.docx (live.com)

None of the schools I attended caught fire, so was it the "Nanny State in overdrive"? No, I don't think so. You miss the point. What is the justification for these lockdowns? Is there a problem in schools that is so bad that these drills are required? Do schools regularly get dangerous trespassers? Just now, hackey lad said: No . Are schools not as safe as before, and why not? Looks like this pampering and liberal modern attitude towards kids ain't working. Kids now seem to have the upper hand as they know they can't be disciplined. Say what you want about strict school headmasters getting the slipper out but it looks as though it worked doesn't it? I can't even imagine what crap teachers put up with these days. Also worth mentioning that corporal punishment was stopped during Mrs Thatcher's reign. You can hardly call her "pampering and liberal"

Give me 10 incidents ,at once if not sooner
