Probably, but these things were put in place post war by Labour councils up until the end of the 70's when Sheffield was thriving. It's been on a downhill trajectory ever since Thatcher.

I agree, all of those things should be brought back but it wouldn't cost that much to have the parks & countryside manager liaise with cafe owners/managers on a bi weekly basis and set out standards in the tenancy agreement. Customers will easily complain/report to the council if the agreement is broken.

It's accelerated over the past 15 years but it's been a state of decline since the 2000s. In the 1990s, there were public toilets in Crosspool, closed around 2001 and now a private house that bears no benefit to the community. There used to be a mobile library that parked near The Mason Arms in Crookes, not seen that in atleast 15 years. Then we had the closure of Sure Start children's centres around 2009.
