There is no mention of a requirement for the driving to be "continuous" to constitute an offence. The operative word there is 'drive', which to any logical person means continuous movement - how do people whose driveways are set back from the road get onto them? As has been pointed out numerous times above - it is illegal only in London, or where road marking indicate that you must not park at that point. As has been pointed out numerous times above - unless the car has miraculously fallen from the sky ans landed on the pavement, it has driven on it, which is an offence.
