For a start, the TPE 185s are worked with a Senior Conductor, sans a Train Manager. EMR have to have a Train Manager in each Meridian unit for a double set. TPE work to different standards than EMR. Every unit on London services requires a Retail Host, that means if 2 units are joined together, the service requires 2 Hosts. It would not work having one Host work 2 units, as it takes time to deploy the ramp and re-load the trolley, which would not be possible with short dwell times at stations such as Derby, Leicester and Kettering. The stock loadings for one trolley would not match a 10 car formation either. I always tried to do atleast 5 runs between London and Sheffield, that kind of service level would not be attainable if I had to keep swapping sets. Some services, such as weekend ones, operate a buffet counter service, again each buffet in each unit would need to be staffed at all times.
