Meaning a coarse, loud, abrasive person lacking in social niceties - it's a perjorative.

I've noticed a lot of people in the north of Sheffield use a word "neb". It means to look in a nosey fashion, typically out of a window. For example:- "There was commotion on the street and Mrs Barnes was having a neb out of the window to see what was happening."

Neb is used as another form of nose . ie look at the size of his neb .
