Yep, and meanwhile the £250k invested into cultural talent helps build the economy through exporting that — whether through creative sales and engagement or something like tourism; or even through helping people get together and enjoy each other’s company, which has health benefits which reduce the burden on the NHS, etc.

Preferably in cash at the Town Hall. Even if it's only 1p it's better off in council tax and ratepayers pockets than theirs.

Meanwhile people are struggling to buy food and pay heating bills.

And how will refunding £1.09 to every house help? 

You need to take out of that the cost of administering the refund btw. Have you done the maths?
