The specification for the Amey contract is huge. It sets out the standards required and includes some pretty severe penalties for non performance against the criteria. The contract is set out as a partnership, where the partners are transparent and open with each other. The problem with it is that from a few months after signing the contract, the councillors were wanting to make huge multi million pound “savings” ( ie budget cuts) in that area of work. This meant that they only actually filled a small fraction of the originally envisaged number of posts in the highways “client” team. Councillors sometimes have to make extremely difficult decisions on what to cut to stay within available budgets. Whatever they decide, some people will be unhappy. But we are handing Amey Millions upon millions and the end result is that Amey gets to set the responses, self monitor and can do what they like in a lot of situations as there isn't enough oversight. The same goes for utility companies. There was a lot of promise about stopping the constant trenches and rubbish backfill with strict oversight. But nope. Amey have just relayed some tarmac at the top of Jawbone. It looks like a washboard it's so thin. Not a chance that matches the standard it should be, but if I raise a complaint it's Amey that goes and checks Amey's work and then Amey come back and say it's fine.
