No, they did have it to spend because growth under the 1997 - 2010 govts was much higher than it has been under the 2010 - 2024 govts.

Since 2019, there has been at the very least £131 billion of public money spaffed up the wall, lavished on friends, family and donors. or flushed down the toilet.
