They're referring to the annual increases every April. They could have delayed scrapping the winter fuel allowance until next winter but apparantly that would have crashed the economy, even though £11.1 billion in foreign aid won't.

But pensioners would have got this under the Tories so why are they better off under Labour?

tens of thousands already are, all this fuss about the winter fuel payment has nudged them to signing up for pension credit - giving them access to all kinds of help.

This is Labour being disingenuous. Pensioners will only be £400 better off after the next pension increase and yes, they would have got it anyway under the Tories as well as winter fuel payments this year.
