Because he hasn't stood as a candidate for one on the main political parties in a general election.  If he had been a Labour or Conservative candidate then he wouldn't have lost each of 7 attempts.

Martin Bell stood as an Independent and was elected. Of course Martin Bell was a decent man.

He was repeatedly elected as an MEP from 1994 until we left the EU in 2020. During that time not one of the 7 UK parliamentary constituencies he stood in voted for him to be their MP.

 

Even those most enthusiastic about him realise he'd be a terrible MP.

Martin Bell stood against Mr Hamilton who had been involved in a scandal regarding cash for questions.  You're not comparing like for like.
