Which as your post shows, means the police and trading standards will be able to take action where the law is being broken.

So you've swerved from 'it doesn't need to be done because there's already a voluntary code' to 'it won't work because some people will ignore the ban'.

 

It will at least reduce availability by eliminating those shops that sell kids hi-caffeine drinks now because they are allowed to. If any shop is caught selling them to kids, ban the shop from stocking them at all.
