Facial recognition has come on considerably in the past few years, and from what I can gather, can often identify those wearing a mask, particularly if eyes/mouth are uncovered.
An then there's this aspect 🙂

No idea how true it is.

That would depend on whether the plan is to help stop people risking their lives in rubber dinghies crossing a busy shipping lane, or whether it's a different agenda altogether
