If the country can't afford to give all pensioners a winter fuel allowance then the country can't afford to give foreign aid.

Not all pensioners need a winter fuel payment.

Some pensioners do and some much younger households do.

I am hoping that Labour will make some sense of a confused Social Support system and target those who need help.

The same applies to Foreign Aid where some schemes and countries are more deserving than others.

I don't care that all pensioners don't need winter fuel payment.  By making it means tested many pensioners who do need it will have too much pride to apply for it and suffer as a consequence.

I agree that changes should be made to which countries should receive foreign aid.
