Labour in their election manifesto said they would do just that , But 

The latest landlord to be named and shamed is a new Labour MP , who has 15sub standard properties according to the BBC  News.

No real, excuse for it, so not defending any landlord who knowingly lets out substandard properties, regardless their political affiliations.
Unfortunately it seems like it's primarily a local council responsibility to ensure adherence to the relevant regulations, as other measures seem to have failed.
Hopefully this parliament might get suitable legislation passed.

Currently, there aren’t any specific rules in effect requiring private landlords in England to provide properties that are ‘fit for human habitation’.

Instead local authorities can force landlords to deal with serious health and safety hazards that pose risks to the people living in the property.

The government opposed a recent amendment that would have introduced such a rule for private rented properties, saying that it would add unnecessary regulation and cost to landlords, and ultimately higher rents for tenants.

There have been two attempts at putting rules ensuring that homes are fit for human habitation into legislation in recent years.

I've watched 'Bad tenants slum landlords'  and people are treated very badly and the bailiffs are sent round,  they usually do a good job.

Manifesto promises should be kept,  copy and send to your local rag,  and MP.

Let's hope now the new MP has been made aware of the problems he will sort the problems out.

The Labour Party machine effectively got rid of a perfectly good MP in Ilford South (Sam Tarry), who lost the whip for standing on a picket line then was deselected. Starmer's Labour, where you're punished for old school Labour values of standing with the trade union movement, and rewarded for being a slum landlord.
