Every MP has one 'office manager' chosen by the MP but vetted and paid for by Parliament. The 'office manager' has many roles but they are responsible for checking the accounts and expenses to do with Parliament before submission. Additionally Parliament will check these accounts and expenses as will the their political party(whips office), the media and the public. Amongst the 600+ MP's there will those who commit fraud in error or deliberately and they will be pounced on by their political rivals, a hostile media, their own political party whips. MP's are usually smart enough to know that proven corruption or fraud would be a career ending sentence, in and out of Parliament. Would anybody in their right minds risk a £4000 fraud against £400 000 salary over 5 years?
