Michael Gove privatised the probation service, that failed. We need well a funded and working social services, we need a drug and alcohol policy that works. You seem to forget that in their (admirable on some points) attempt to 'protect' children, the 'experts' have now allowed the children to dictate what happens, and unfortunately, children do not have the knowledge/experience /mental capacity to understand the effects of their actions. Boy, 12, sentenced for 'feral behaviour' in riot The boy has been handed a 12-month referral order for taking part in riots in Manchester. The boy, who cannot be identified because of his age, appeared at Manchester Magistrates' Court after his sentencing was postponed because his mother went on holiday to Ibiza.
