Mainly those who seek to promote culture wars, by falsely claiming that others want to ban something.

Yes some versions of nursery rhymes might be considered as problematic, as Jeremy Clarkson realised and subsequently apologised.
It seems that Humpty Dumpty might have been a small short cannon/mortar, though the origins are obscure, and Baa Baa Black Sheep is likely a protest about taxation.
