The police do have powers to take them off the road.  However, we don't see much roads policing nowadays.

I don’t know about noisy cars. In my area it noisy motorbikes!

We get them too lovey. They are almost as much of a menace as the cars.

I follow a Road Policing page on social media and most force areas around the UK post to it with updates of offences being caught. 

South Yorkshire Police haven't ever, to my knowledge, posted to the page. 

Additionally, in speaking to a RPU officer from another force area, SYP aren't very well regarded amongst other areas. 

My own personal experiences of witnessing SYP blatantly ignoring offences, choosing not to enforce the law would suggest why.
