Although all offences are now arrestable, they are further categorised as summary and indictable. A citizens arrest can only be made for an indictable offence and to detain the offender until the police get there. The necessity tests in SOCAPA still apply. If you've done a crime in the first place, you're in the wrong and you have to accept someone intervening. Resisting makes you a double criminal; you've done twice the amount of wrong then.
