Forumosaurus
Just another thing people seem to have missed out, you actually have to have seen somebody committ a crime to arrest them, in comparison to a police officer who can arrest somebody if he suspects them of committing a crime. Fareast
To make a citizen 's arrest, you first of all need a couple of helicopters and a squad of fully armed ' ram-raiders '. As back-up, you also need to employ a dozen or so computer geeks and lots of Admin. staff to record, tabulate and file the proceedings. So, if you see, say, a pensioner smoking within 500 yards of a Primary School [ Those little mites ! Omigawd !! ], you can swoop on the offender and get him /her put away. Then everyone makes out a report, in triplicate------job done !! If you see any violent offences taking place or thefts, muggings.....etc......simply phone your nearest police station.............and wait..............
