Considering it seemed to take about three weeks to put up the Lidl a bit further up the road, it does make you wonder what they're playing at exactly. As for starting phase 2... I think its a lot to do with the whole credit crunch thing, they were full steam ahead at one point then apparently ran out of money, now the shops who are moving in have paid up it should be done end of Feb apparently, but dont take my word for it.
