BasilRathbon
if it is to be reported in confidence, why anonymously? So that malicious people with an axe to grind against a pub they're barred from can make up stories to land them in the ****.

What's to stop the smokers (or anyone else realy) reporting a pub to spite the landlord - nothing And are the police expected to drop everything and rush to the pub to catch the smoker in the act ? If not surely they will need a witness, so anonymous phone lines seem a bit daft ?
