If it's the former then it may well have been a custom design. Not all tats are straight off a shop wall - some people like to take the time to comission/create something that's unique to them, rather than have some commercially available, generic design slapped on their skin. If you saw it in a studio, then your best bet would be to research the name of the business and get in touch with them directly. Better still, approach any respectable tattoo artist with a description of what you're after and have them design something that's truly personal to you!
