The median is 9 so again only 20% are below average. The mode is also 9 again only 20% below this average. For this reason I'm voting no. If we're talking Median, and <number_of_people> is EVEN, then exactly 50% of people are below average intelligence; if <number_of_people> is ODD, then ever so slightly less than 50% (for a population of 8 billion and 1, it would be 0.4999999999375%) would of people are below average intelligence, an equal percent would be above average intelligence, and exactly one person is bang on average intelligence.
